The ECI Campaign and Missions Publiques are both part of the new international Democracy R&D network specialized in sortition. Confirmed support of David van Reybrouck and James Organ, Uni Liverpool.
The European Citizens Initiative is a pillar of European democracy but remains unknown and fails to really empower citizens. The revision process of the ECI that just started, is our opportunity to revitalize it, and with it, European democracy! In order to feed the institutional negotiations with the views of informed citizens, we want to organise a transnational deliberative process on ECI reform with randomly selected citizens. This unique project will reshape the Future of Europe debate!

The process we propose is a real innovation in democratic practice: it will combine deliberative and representative democracy in order to improve participatory democracy - all at EU-level. This would be a very strong signal both at European and at national level, stimulating more democratic renewal.
The CA has received a lot of media attention. This has greatly increased the public awareness about CAs and the ECI. This has triggered plans for new ECIs and CAs. At the same time, the recommendations from the CA have helped the EU institutions to implement meaningful ECI reforms.
8-11/2018 – Project design and coalition building (stakeholders), securing complementary funding if needed
12/2018 – A randomly selected, demographically balanced group of ca. 50 EU citizens come together for 2-4 days to deliberate on ECI reforms using the Citizens’ Assembly method
1-5/2019 – Informed recommendations of CA are broadly disseminated and officially discussed with EU decision-makers working on the reform
6/2019 – Evaluation and next iteration on new topic
I believe in:
- the power of bringing people with diverse backgrounds together;
- the urgency of tackling popular disillusionment by organising bottom-up democratic reform;
- the potential of the ECI and CAs, and their combination, for the legitimacy and sustainability of the European project.
We do this for all of us. We want to showcase the power of European citizenship by bringing ordinary EU citizens in connection with EU officials and grassroot ECI campaigners in order to deliberate on the ECI, the world’s first-ever instrument of transnational, participatory and digital democracy.
