Project management and training center (Projektu valdymo ir mokymo centras)
After the elimination of STATE BORDER CONTROL POINTS and CUSTOMS within the EU, stayed buildings of former customs. These buildings are like ghosts standing unattended and without any benefit for state or society now. Through these buildings each day passes approx.5000 trucks, labor migrants, posted workers and many of them are unaware of their rights and very often personal legal situation. Project proposes to adapt buildings for consultation of labor migrants, posted workers, truck drivers.
2 former customs of Lithuania-Latvia and Lithuania -Poland national border
Project is addressing to inform and consult persons crossing national border on Posting and Service Directives, labour law, health and safety, migration, free movement of persons and personal situations of persons, who are crossing national border. This is pilot project, were employment/social area specialists are invited to work together on innovative work place: national border. If it success, we can expand partnership idea to other countries and to raise self confidence level of EU citizens.
To adapt unused buildings, which are right on the Lithuanian national border with Poland and Latvia to very useful purpose: TO CREATE INFORMATION POINTS for migrant workers, youth, posted workers, refugees, who are crossing the border. Consultants of information points will be specialists of participating organizations: trade unions, state labour inspectorate, training centre, who will spend several days right on border taking consultations very useful practical consultations.
Applicant organization PROJECT MANAGEMENT AND TRAINING CENTRE is administering and coordinating organization of the international partnership network on enhancing information on Posting of workers Directive, Migration and Free movement of persons. Today network includes 20 organizations active in Posting and Migration area in Lithuania, Latvia, Estonia and Poland.
WORKING PLAN OF THIS PROJECT: applicant will recruit 10 experts form mentioned partner organizations, will pay for the experts for consultations, together with partners will prepare the working hours schedule of all experts on BORDER INFORMATION POINT and organize travel to border for experts. Applicant will prepare report on Project results; will organize publish and dissemination activities.
Project is addressing to youth, labor migrants, posted workers, truck drivers, refugees: persons CROSSING NATIONAL BORDER. A large number of these persons only have nearly opinion what is waiting behind the border: what are really rules of the game „work abroad“. Truck drivers will have a possibility to scan data of travel-working card, to consult with labor inspectors regarding the correct payment of daily subsistence allowance, consultations on safety on road issues.
Project releases absolute experts from the office in the city centre and takes them to a place, where the real problem lives...to the state border: where are large flows of posted workers, who knows nothing about the Posting Directive delineated rights, where thousands of truck drivers exceeds the prescribed work and leisure time and raise the insecurity in the roads, where labor migrants are crossing border without knowing laws of host country and even the value of minimum salary abroad.

- Main expenses are associated with consultation process, including the work of 10 experts, totally €20000 (20 months). - Secondary costs include Travel and Accommodation costs for 10 experts €15000 . - For distribution of information for numerous target group we need leaflets in Lithuanian, Polish, Latvian and English languages (€5000), - Total coordination of project and reporting (3000€). - Graphic design €7000 for a logo, website , outdoor publicity on walls of former custom buildings.
Everybody are high welcome to contribute suggestions and remarks for to make project successful or just to express their opinion. We are waiting also for the organizations, who want to be involved in to partnership too.
