[VIC] Vivero de Iniciativas Ciudadanas
A proposed collaboration of european architects to coproduce socio-architectonic devices and urban interventions associated to the already detected iniciatives of La Marina. A large-scale military zone reactivation in the heart of San Sebastian de los Reyes to engage local communities. The entrance of diverse european actors to La Marina integration process will surely enrich and enhance the procedures of new urban prototypes and designs in a common and collective way.
San Sebastián de los Reyes, Madrid, Spain
A vast area –150.000 m2- is released to the city: a huge opportunity area to implement new uses and programmes in terms of urban design. Local citizens doesn`t have a strong tradition on participation. Residents are encourage to get involved on the new participatory process launched recently leaded by [VIC]. These two issues –the structural condition of the urban void and the engagement of the citizenship- are intimate linked and mean a deep challenge for the success of the urban coprodution.
Redesign participatory strategies in order to engage the citizenship to La Marina but also generate a critical awareness about the chances, challenges and ideas that are suitable to be developed in the urban void. The objetive include the assistance of urban experts from the european sphere which will help to activate La Marina area with local communities by building architectural devices and participation toolkits and in order to engage people “by doing” real-time urban prototypes.
1. Establish the common and global calendar and tasks.
2. Distribute the budget between the different actions and proyects.
3. Assemble the already detected local initiatives and their proyect with a guest european architect.
4. Collect the draft proposals –urban interventions and architectural devices- for initial approval.
5. Announcement of public call for participation in the workshops and proposed actions in La Marina.
6. Selection and distributions of the final teams and projects.
7. Workshop production and development.
8. Management and evaluation of the results by the teams.
9. Communication, registration and document the entire process.
10. Elaboration of the final output –photo, video, booklet- and knowledge sharing.
Local communities will be reinforced by the shared knowledge and actions of the guest architects.
Local goverment will be able to provide new tools, devices and assets to the city.
European architects will test and design new urban devices to activate a large-scale urban void.
Citizenship: new physical devices which enhance activities and programmes will be available for everybody.
Europe: will set a specific process for a large-scale urban void transferable to other cases.
Collective interventions are usually located on the streets, squares and parks –so-called public space-. In this case the challenge is scale-multiplied. Urban integration of La Marina makes a difference itself, requiring a careful approach to the complex conditions.
Normally these processes are assumed by professionals which manage big resources in few time to design the city. Scaling microurbanism interventions to this large-scale land, sharing the same logics and opening the process.

The major expenses are use in the workshop production: travel costs and acommodation for the guest architects and also cofund materials in order to materialize the urban devices and particpation toolkits. Also we would use the funds to prepare a booklet and a video with all the information process of La Marina conversion in order to be share throughout european network.
