Idea pitch

House of Nationalities was recently created at Tbilisi municipality with task to promote ethnic and religious diversity and diversity management. Members of more than 20 religious and ethnic minority groups are represented. It’s a space and resources will reduce the gaps between minorities and decision-makers, a tool for managing the process of communications between decision-makers and minority communities, mainstreaming and increasing their participation and relevance for the decision makers.

Why does Europe need your idea?

House of Nationalities was recently created at Tbilisi municipality with task to promote ethnic and religious diversity and diversity management. Members of more than 20 religious and ethnic minority groups are represented. It’s a space and resources will reduce the gaps between minorities and decision-makers, a tool for managing the process of communications between decision-makers and minority communities, mainstreaming and increasing their participation and relevance for the decision makers.

What is your impact?

There is lack of platforms for managing the process of communications between decision-makers and minority communities and there is no motivation for local self-governments to cooperate with minorities and threaten them as equals. That is why we propose to use HN established advisory body to the Tbilisi municipality as a space for direct communication between decision-makers and minorities, especially youth, on different aspects of life of city community as a whole and minorities in particular.

How do you get there?

Assign the team member for the daily works with the HN to develop its strategy, operational plan and ran its activities. Organization of the info-campaign to raise awareness of the ethnic minority communities about the project and involve their representatives (30 persons to its work). Conduct educational, solidarity, cultural events, including minority reps. and municipal deputies, meetings to resolve problems. Preparation of events on diversity, tolerance and citizens’ participation issues for the municipal deputies and staff. 2 study visits (3 persons/5 days each) to Latvia (to House of Nationalities) and Netherlands, where different diversity management models exist. Carry out 3 pilot infrastructure and development projects, decided jointly by minority youth and municipal deputies.

Who are you doing it for?

We are doing this for the minority communities of city of Tbilisi and other municipalities in Georgia, where this skills can be multiplied, as well as in other countries outreached by the Association Agreements (Ukraine and Moldova), in particular for 30 representatives of minority youth, who will be directly working with municipality. For their peers and local decision-makers from EU (in particular in Latvia and Netherlands) with who exchange on the best practices will be organised.

What makes your idea stand apart?

This is the first mechanism of such kind in the countries of EaP and those who recently signed Association Agreements and Visa Liberalization Plans with the EU. It promotes exchange of best practices between the EU countries and new democracies. This idea will both built on policies and practices of citizen’s participation applied in Europe and less used in the Post-Soviet countries. This idea is innovative as far as will peer local decision-makers and disadvantaged minority youth.
