The fundamental principle is the transparency of public institutions and the creation of a fair, legal and transparent relationship between citizens and administration. The portal will contribute to the fight against a widespread culture of bribe (kickback) in Albania.
It is just an idea how to protect people by corruption (bribe). European countries have different shape of corruption. Bribe is widespread in the east and southeast European countries. We think the difference is the putting the “information mediator” between public offices and citizens while other measures didn’t gave results.
Member of CTFI project strongly consider that idea could transferring in other countries with same problems like Albania. But the scheme of one “information mediator” between citizen and public office when signs of corruption are shown could be used by west European countries, too.
The proposal aims to get easier and without additional costs public services by citizens. In terms of the design and creation of the website, the website will feature a simple and clear interface, user friendly and easily maintained. It would be met in PC, tablet and mobile.
Citizens will be informed about the types of services offered by public administration, prices for them, offices and addresses where those services are provided.
The final output of the project, will be an information window for citizens and their needs without the suffering of accessing non-responsive and sometimes rent seeking bureaucrats. The online antibribe guide will ultimately make the contact between citizens and officials redundant that will serve to reduce corruption too.
The main steps of implementing are:
-Content collection and cataloguing: During this phase the team will be deciding and after will be collected contacts and data from public institutions, kind of services, ways of accessing this service (address, office, phone, responsible persons, the required documents and fees).
-Design and client oriented pre-programming: The layout will be prototyped and following the prototype will be tested through discussions with potential target groups.
-Technical roll out: The next step will be the assessment, work and information flows, data model, functions, processes, information objects and their categories, items, attributes and controls, technical specification, implementation requirements that will shape the portal.
