A truly united Europe will only work if we better understand each other. We need an organised process of debating and listening. The objective is to impact European policy making and European public awareness by bringing original voices to the debate: The informed views of citizens of Europe that went through a process of deliberation and participation.
The chosen method is the House Parliament. This method will be adapted and fitted at the beginning of the process to make it most relevant.
Pulse of Europe is present in over 100 locations. There will be House Parliaments all over Europe.
HP offer a stage for enabling normal citizens to debate issues and to achieve impact by feeding the outcomes directly into the political arena. They will improve participation, create a meaningful connection to democratic structures and re-initiate debates between citizens of various backgrounds.
We have the unique possibility to provide a format which can achieve direct and significant impact. HP can change the way democracy is practiced in Europe. In a year HP will be done by citizens around Europe and provide concrete recommendations for politicians who will use them for decisions.
The method is simple but innovative: bring together people to discuss a topic and come to common ideas, give these to politicians and make sure they respond.
Steps: implementing HP by providing information how to moderate, collect and summarise outcomes. Guarantee input by HP in Commission and European level. Use PoE activist network to initiate HP and to bring outcomes of all together. Use wider networks to promote the concept, make it relevant for socity and politics.
We are accidental activists. We are normal citizens who decided to take our belief in Europe to the streets. And thousands followed. From this we know that there is a majority who wants Europe and wants to improve it. HP will be our next step to activate and expand participation.
Citizens all over Europe. We want to offer a format which they can participate in, shape and even do themselves. Also the European Commission, who can directly benefit from the outcomes. Stakeholders involved will be experts on specific topics, civil society organisations, artists and journalists.
