Government agencies and citizens should cooperate closely to realize their full societal potential. Institutionalized points of exchange and constant interaction are needed: “Advocati” keep public decision-making transparent and creative. “Guardians” offer a higher perspective and inspiring solutions. Elections become selections by using innovative participatory procedures, among them ASK, a method to pose any kind of question to any kind of target group, generating manifold creative solutions.
Not bound to a specific location, the model can be used in communities/institutions all over Europe.
The CC model is designed to give all citizens equal and permanent access to local, national and supranational decision-making processes. The experience of inspiring participation boosts the motivation of the people, the full societal potential can be used to meet the complex challenges of today.
The implementation of at least some of the participatory procedures in at least some major European cities as a beginning of an evolutionary process that includes us all and hopefully delivers the best possible result in the end: a governance model that grows in line with the tasks ahead of us.
Implementation guidelines are jointly discussed and approved, an online participation platform established. Communities are invited to hold a referendum on participation in the CC program. Advocati and Guardians are publicly selected by ASK. The results of the CC decision-making model are offered to existing governance structures as possible solutions. The model is adjusted step-by-step, the solutions become increasingly helpful. More and more competences are transferred to the CC panels.
Active civil involvement in all kinds of political, cultural, economic and social developments is missing in contemporary governance models. In addition our increasingly globalized and intertwined world is getting too complex for simple answers. The collective intelligence of millions is needed.
All citizens and all officials are our target groups. The CC model generates a win-win situation for both: ordinary people are heard and able to participate, officials get access to the collective creativity and intelligence of the people as well as widespread acceptance of jointly made decisions.
