NGO “Professional Government”
Democracy means strong links between citizens and civil servants. The PGA will engage Ukrainian alumni of world-class Universities and public policy research institutions in a qualitative study of Ukraine’s civil service, ensuring an independent civil society-driven assessment of civil service reform, communicating its results to the public, building bridges between civil society and the Ukrainian government and promoting excellence in public management.
This project will ensure openness of Ukrainian civil service by developing an innovative tool to:
1/assess its effectiveness following the best european democratic practices and establishing locally pertinent indicators, 2/ensure targeted public communication of assessment results.
Stakeholders of Ukraine’s new civil service obtain quality information about the progress on civil service reform.
New civil service receives a valuable assessment and feedback tool that facilitates continuous improvement.
Community of Ukrainian civil service assessment experts established.
A qualitative civil service assessment developed: testing the major discriminating factors between the “old” and the “new” civils servants’ culture (the “entrepreneurial orientation” concept).
A multiple cooperation approach: 1/integration with the ICSE Index; 2/integration into a larger research network conducted by Fukuyama (Stanford University).
Effective and targeted communication with various project audiences through events and publications.
PGA was established with widespread hopes that western-educated professionals will reform Ukrainian old-fashioned civil service. This did not work out as the young reformers were put into old procedures. We would like to shape the new wave of this process with a robust civil service assessment.
The assessment target audiences are:
- Western educated “New” (recently employed) civil servants;
- “Old” civil servants who have been employed for a long time
- People of Ukraine
- Government of Ukraine
- Ukrainian civil society
- International donors
How to better design the methodology for the implementation of the Civil Service Feedback Loop Initiative? How to better design and visualize the assessment report? How to better communicate such a complex project to the public in simple terms?
