Idea pitch

Let's bring audio description to Georgia for the blind to enjoy equal access to the arts.

Where will your idea take place?

Tbilisi, Georgia

Why does Europe need your idea?

Georgia has made efforts to consolidate its relationship with the UE and to transform its political system, and these reforms are supported by both Polish officials and activists. However, also important is equal access to information and the arts so that the blind of that society can become its truly equal members. A lot has been done for the visually impaired, in particular by Polish and international NGOs, but it is still not enough. This project addresses social challenges that Europe is going to face in the coming years. As Georgia is emerging as a significant European actor, Poland, in its capacity as an EU member state, should support the quality of these changes. This idea could be transfered to other Eastern European countries, where this concept is fairly unknown.

What is your impact?

The project will primarily improve the access of people with visual impairments to both culture and information and empower them as participants in the public debate by bringing AD to Georgia, where this service is virtually unknown. The project will help promote AD in the arts industry and the society and will raise social awareness to prevent marginalization of that group. Additionally, 10 participants of the training sessions will gain professional qualifications and the audio described films will be made available to the blind in Georgia. Lastly, the project will facilitate knowledge transfer between Polish specialists and representatives of the Georgian Parliament and NGOs. The project has a high development potential as AD can be applied to other fields, too.

How do you get there?

We will organize two 6-day AD training courses (Sept-Oct 2015) with Polish coaches sharing specialized knowledge. 10 project participants will produce their own AD scripts for Georgian films and then record them in a professional studio along with a voice-over artist. Then, the audio-described films will be distributed among some 40 institutions working for the visually impaired. At the end of the project, we will organize with our Georgian partner a small AD film festival with audio-described films (Nov 2015). Also, meetings will be held with specialists of the Polish Audiovisual Translators Association, who will share Polish experience and methods of introducing changes to the law and the society. The public will be updated on the project and engaged via a dedicated facebook page.
