Development Policy Foundation
The project consists in promoting and testing European interactive & empowering & result oriented approaches to public space renewal: on-line map-based voting, charrette with architects, city game, ARCH LIFE LAB in Vartekili suburbs of Tbilisi, GE. The goal is to support a free-conflict society in a pauperized, dilapidated zone which faces new challenges related to the refugee influx to Europe: permanent and transfer migration of Kurds, Christians and Yazidis from northern Iraq and Syria
The Vartekili district faces typical problems of suburbs with post-Soviet massive blocks: animosity & fragmentation, architectonic barriers, limited cultural offer, fragmentation & degradation of public space. The bad state of infrastructure is related to low rental fees, attracting migrants & refugees (the last big wave in 2014/15, from Syria and Iraq), changing Vartekili in a multi-ethnic society with its challenges: integration & empowerment, risk of violence & communication difficulties
The project improves democratic & interactive communication between the Vertekili divided social groups (GE/IDPs, Yazidis, new refugees), providing the CSOs, LA and formal & informal leaders with visual, innovatory, empowering consultation tools. In a longer perspective the project encourages local communities to take responsibility for the public space, to advocate their interests and to take part in a decision-making process related to their neighborhoods
The project has both practical & promotional elements (social media, PR, media) and will be implemented & tested & evaluated together with local leaders and the LA.
An on-line /mobile phone accessible consultancy tool will be launched. In a simple procedure (2-5 minutes, a alert/problem photo is uploaded to a map of the area) the user can inform CSO/LA about the most bothersome problems/degradation of the public space.
An on-line voting (via the e-tool) will be held & 1 key problem site/spot selected. Then, 3 main activities connected to the selected problem will be organized: an informal education event, i.e. a edu-city game for children/youth/elders; a charrette with architects (using maps, physical models, etc.) addressing the public space problems, followed by an architectonic work
Target group: Vartekili community: GE, Yazidi (unified around the Yazidi Temple, the third in the world), refugees from Northern Iraq who came to TBS benefiting from non-visa regime until mid-2014. Direct beneficiaries: 30 people/ community leaders, teachers, street-workers will supervise the project. App. 30 children / youngsters/ elders will take part in the edu-city game. About 40-50 people will take part in the charrette. At least 80 alerts will be uploaded to the e-tool. PR: 100 people/week
